      What difference does a second make? Potentially all the difference in the world.

      In WAIT: The Art and Science of Delay, Frank Partnoy draws inspiration from everywhere to explore the art and science of delay. Weaving together hundreds of studies in fields ranging from neuroscience and psychology to finance and law, Partnoy develops a picture of decision-making that is startlingly consistent, even over widely varying time periods and scenarios.

      While journalists, policymakers and pundits debated how subprime lending, the collapse of the housing bubble and fraudulent underwriting practices contributed to the financial meltdown of recent years, Partnoy began asking questions about the behavioral tendencies -- down to the millisecond -- that set the stage for economic turmoil. Delaying our responses to everyday decisions can transform the way we experience our lives, drive businesses innovation, and shape global public policy.

      Speaker Biography:

      Frank Partnoy is the George E. Barrett Professor of Law and Finance and is the director of the Center for Corporate and Securities Law at the University of San Diego. He is one of the world's leading experts on the complexities of modern finance and financial market regulation and frequently comments on such issues for the Financial Times, the New York Times, NPR and CBS' "60 Minutes." He is the author of F.I.A.S.C.O.: Blood in the Water on Wall Street, Infectious Greed: How Deceit and Risk Corrupted the Financial Markets, and The Match King: Ivar Kreuger, The Financial Genius Behind a Century of Wall Street Scandals.
